Suspended from S.T.A.R.S. for unspecified reasons, Jill Valentine was present during the Raccoon City incident, and is the only known S.T.A.R.S. survivor from Nemesis' relentless attack. Teaming up with Alice, Terri Morales and her partner Peyton Wells, Jill and the group were found by Dr. Charles Ashford over Umbrella surveillance system set up around Raccoon City, and told to rescue his daughter in Raccoon Junior School, if they wanted evacuation. Before reaching the school, however, Jill's partner Peyton was gunned down by the Nemesis, causing Alice to split off from them. Jill and Terri soon regrouped, after Jill was forced to kill her zombified friend, Peyton, and headed for the school. On their way, Jill picked up L.J. Wayne, who she had had an encounter with earlier that day in the Raccoon Police Department. Arriving at the school, Jill, L.J. and Terri split up to search the school. Jill would soon find the young girl, Angela Ashford, and they would both be rescued by Alice from an attack by bloodthirsty canines. Heading to City Hall with U.B.C.S. member Carlos Olivera, where evac would land, the group is ambushed by Umbrella officers, and restrained, while Alice was forced to fight the Nemesis. Freeing themselves during the chaos of Nemesis turning on Umbrella, Jill, Carlos and Alice fight for control of the helicopter, soon making their escape. After Alice is later captured by Umbrella after the helicopter crashed, Jill, Carlos and L.J. return for her, posing as Umbrella staff. Over the next few years, during the world's complete decimation due to the T-Virus, Jill splits off from Alice and Carlos, only to return years later, under the control of Umbrella, leading a fleet of Umbrella soldiers to attack Alice and others.
